Transparency in the funding of election campaigns and political parties is at the heart of the democratic society and its anti-corruption agenda. It reduces space for illicit practices, undue influence at political subjects and voters, and misuse of public funds for election purposes.
This project is aimed at reducing political corruption and ensuring transparent and accountable financing of elections, in line with international standards and by improving legal framework and practices in Montenegro.
It is expected to result in:
- Improved transparency, accountability and oversight over election financing, in line with international standards and best practices from other countries through adopted changes of the Law on Financing Political Parties and Election Campaigns, the Law on Prevention of Corruption and at least three bylaws;
- More accurate information on incomes and expenditures of political parties for Parliamentarian Elections 2020 campaign and pre-election expenditures of institutions and state owned companies with the highest risk of misusing public funds is available to the public, in a user friendly manner;
- Possible irregularities in financing campaign for the Parliamentarian Elections 2020 are identified and reported to institutions, oversight practices are adequate in at least 70% of reported cases, while comprehensive and objective assessment of implementation of new legal framework is available to the public and all stakeholders.
